Rosie Cuellar was born in Laredo on April 19, 1965 where her family moved to Campwood Texas and spent her first nine years. They moved back to Laredo at the age of 10 where Rosie attended our local public schools. She went to Buenos Aires Elementary School . Lamar Middle School and graduated highest honors from J.W. Nixon High School in 1983. She received Associates Art from Laredo Junior College and graduated cum laude with a Bachelor in Business Administration from Laredo State University in 1988. She then graduated from Thurgood Marshall School of Law in Houston Texas in May 1993 where she had two sons. Immediately thereafter, she took and passed bar exam while pregnant with her daughter in Nov. 1993. Former Judge Cuellar has been a licensed attorney for over 30 years: She has been in private practice; attorney for Legal Aid; adjunct professor at TAMIU; Director of the Webb County Law Library and was elected Municipal Court Judge on December 20, 2010. She served as Municipal Judge until December 2018. In 2018 she was elected as Webb County Tax assessor serving an unexpired term until 2020. Rosie has over 40 years of community involvement: former President of Matias De Llano Elementary PTC; Attorney for Social Justice Night Court: volunteer for boys and girl scout troops; women’s city club member, democratic precinct chairperson, Tejano Democrat member and LULAC council #12 membered many others which demonstrate her proven commitment to our community. She served as Boys and Girls Club board member and LISD’s “Teens in the Driver Seat” advisory board. Recently, she has been honored for her dedication to Head Start as Volunteer of the Year and as VIP from the Laredo Regional Food Bank. She was also recognized by LULAC as a Tejano Achievers in 2011 and Lead Laredo Hall of Fame 2013 recipient. Recently in 2018, Rosie was recognized by the Texas Municipal Courts Education Center where she received Safety Initiative Award in the high volume category of over 150,000 population. Laredo along with the cities of Houston, Arlington and Irving received this prestigious award. It recognized all the events and programs aimed at reducing impaired driving and making our roads safer. There are 915 Municipal Courts in the state of Texas In her short time as municipal court judge and with help of the community, she has started the court’s first mascot B.R.A.D. (Buckle up; Read all signs/signals; And; Drive with caution), where she makes numerous community presentations to our schools and private sector. She and a court staff member created the Court’s first Coloring book which highlights B.R.A.D. ,court mascot. She has also donated to LISD’s “Teen’s in Driver Seat” program and scholarships for students. Also, she has created a community outreach program where individuals from our community speak to our young defendants. Topics include no texting/no driving, no drinking and driving, seatbelt awareness and others to all in the effort to ensure our youth continue their education and are informed of safe driving practices. In her 7 year tenure, she established municipal court programs, along with the effective collaboration of the community partners, reached over 5,000 young people to ensure they make safe driving and appropriate life decisions .
